5. Brief Description regarding program proposal

1. a. Vision    :

• The Achievement of  youth participation in the struggle for people freedom in all aspects
• Increasing the sense of community consciousness especially young people

b. Mission   :

·        Defending the national unity

·        Mobilize the people participation in the decision-making process

·        Increasing the capacity of young people in the global world

 2. Organizational history

            CJD VIQQ stands as a part of CNJTL/Timor-Leste National Youth Councils, the unique umbrella of youth organization existing in Timor-Leste. The CJD VIQQ formed to representing the district youth aspiration to the national level as well as conducting various youth programs within the district. The district youth programs

·        Youth Exchange Programs supported by JICA

·        Cooperated with CNJTL to conducting the district youth congress

·        Held the Civic Education programs within the district areas funded by UNDP

·        Facilitated the 1^st and 2^nd National Dialogues at district level focused on Local Authority and Justice System.

·        Followed the basic training as well as Training of Trainers (ToT) facilitated by Fundação Dame no Democrasia (FDD)

·        CJD VIQQ conducted the conflict transformation training for the  community (Village Chiefs, Women Organizations, youth and Martial Arts supported by Fundação Dame no Democrasia (FDD).

·        Started from 2004 up to recently CJD VIQQ conducting Computer Training Courses for the youth including women whom have interest in computer programming. The implementation of this programs based on the assistance from UNDP Respect and UNDP CSO

·        CJD VIQQ worked together with PLAN National regarding the Rights of the Child issues.

·        Involved in study tour to Japan facilitated by JICA Agency

5. Started from its creation, CJD VIQQ had been working closely together with all the youth Organizations existing within the district level, district administration and all component of the community in the Viqueque district.

II. PROGRAM DESCRIPTION

                     a)    Background

Based on the uncompetitive skills and knowledge facing by young people in the district to taking-part in the development and technology process, CJD VIQQ arising an initiative to develop and improving the youth capacity to be well preparing to compete with the progress of world technology otherwise the youth will have an reasonable knowledge to participate in the development process of the country.

To be more specific, CJD VIQQ as mentioned will conducts a sharing of knowledge and skills as a part of technology transformation to the rural youth in the computer programming issues. To avoiding the information and technology development concentrated around the capital city, this particular program will increasing the rural youth capacity and skills as they have the equal rights and duties as their peers in the capital city.

CJD VIQQ focused its main activities to the capacity building programs especially in Viqueque district therefore the assistances for realizing this particular computer programming train is considerable.

                           b)    The main activities of the program

·        IT Computer programming training to the 5 sub-district level within the district focused on Microsoft Word and Excel.

·        The Microsoft Word programming will be held at 4 sub-district namely: Ossu, Lacluta, Uato-Lari and Uato-Carbau

·        The Microsoft Excel programming will only held at Viqueque sub-district level.

c) Explanation

1. Outcomes

·         Achieved the clear vision and mission as well as the organizational orientation

·        Created youth skills in the world technology progress

2. Indicators

·        Decreased the figures of uneducated youth

·        Increased the youth capacity on the technology issues

3. Risks

·        Unclear government policies regarding unemployment issues

·        Existence of the global world competition

III. Brief description on program implementation

1. This program wills starting its activity on January 2006 with the program duration approximately 3 months

3. This program implemented by the members of CJD VIQQ composted in the team and will conducting the program based on the budget calculation.

V. Program Target

            This program will target its activities to the young people in the sub-district level Who will get the knowledge and skills transferring benefits as expected Otherwise the young people attended the courses familiar with the computer Introduction program and able to operate the computer as a technology tools.

This program not only rising the benefit to the training participants but there is a Possibility to improving the skills of the trainers as they have had a Training of Trainers (ToT) facilitated by NGO Forum.

VI. Monitoring and Evaluation

a. Monitoring

During the training, donor representation able to monitor the training including The budgeting spent. CJD VIQQ will monitoring the courses through creation an Body composting on 2 peoples to over-look the progress of the activity through The sub-districts

b. Evaluation

            Internal evaluation will use a monthly evaluation method to identify the progress And the weaknesses of the training activity. The donor evaluation will considering As an external evaluation.

VII. The Program Ending

            A Final Activity and Budgeting Reports will be prepared by the Team members As a part of the Team responsibility to the program and to feed the thrust of the Donor to the CJD VIQQ for further assistances.

VIII. Program Sustainability

            Based on the internal evaluation to identified the progress and weaknesses of the Activity, Team members will trying to get continuation fund from the donor to Responding the weaknesses arouse during the training considering the program Sustainability.

IX. Women involvement in Development process

a)    Women involvement in this program will arise a positive impact to their lifestyle as well as their economic.

·        Participated in the settlement of Gender Issues

b)    This program consider as a motivation to the women to improving and changing the lifestyle behaviors of the women in the near future.

XI. Technical Aspects

1. Through this particular program, CJD VIQQ have an initiative to sharing the knowledge and experiences to the community specially young people who do not have any knowledge regarding information and Technology (Computer) and who could not operated it.
2. Based on these collective initiatives, CJD VIQQ ensures that the program will arise a motivation to the lifestyle of young people within the near future.
